For Iphone 4s issue with phone not receiving or making calls: Open phone dialer, enter ##873283#, hit "Dial", "Update Carrier Settings" OK, retry calling at least 3 times. Calling should restore.

You can't get a better iOS device (iPhone, iPad, iPod) or computer (iMac, MacBook Air, MacBook Pro, Mac Pro) or a better store -- than Apple. Go there and check it out.
