they only give out 500 numbers per day. It is not uncommon for them to only get to 300 numbers by 6pm. It is also not uncommon for the numbers to run out before noon. Come early!

Make an account at http://www.hikorea.go.kr and make a reservation on the Internet. It will save you tons of time. Taxi from suwon station is under 10,000 and the quickest way to get here.
